Description and Functions Open Until Filled GENERAL DESCRIPTION:This position acts as Research Supervisor and Education, Training, and Outreach Coordinator for the Department of Workforce Services, Office of Research and Planning (R&P).As Research Supervisor, this position will supervise a team of research analysts that utilize survey data collections, administrative databases, and training and educational program data to address federal and state reporting requirements, issues, questions, and concerns of the state legislature, the workforce investment board, other state agencies, state and local economic development agencies, and private industry.As Education, Training, and Outreach Coordinator, the individual assuming this position will become an R&P program expert and will ensure the provision of Labor Market information training to state workforce agency staff, local American Job Centers , Workforce DevelopmentBoard's, vocational rehabilitation providers, providers to veterans returning to the civilian workforce, providers assisting citizens re-entering the workforce after incarceration, Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T) providers, and Temporary Assistance for Needy Families (TANF) service providers. LMI training will help support a one-stop delivery system that provides high-quality and professional services to job seekers and businesses. This individual will be responsible for acting as a communicator linking the R&P team and the broader DWS organization. This position will also develop close connections with stakeholders and partners throughout the state.Additionally, this position will serve as the designated R&P project manager, communicating with staff and clients about the project's status, setting milestones, assessing potential risks of multiple projects, and monitoring the progress of the project to keep it on schedule.Finally, this position will be charged with managing talent planning and leadership development.Human Resource Contact: 307-235-3690 ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level. Prepares and executes federal grants.Works cooperatively with other state agencies to deliver federal grant programs.Supervises staff regarding the assignment, production, and dissemination of required statistical products.Consults with public and private sectors regarding proposed statistical analytical research projects, including participation in the projects' bid process.Assists in grant writing process designed to secure funded research projects and participate in interviews to determine any project's theoretical orientation.Discusses and negotiates strategies for the acquisition or creation of currently unavailable data.Recommends research methodologies to produce and deliver research in a variety of formats.Conducts, manage, publishes, and disseminates research products in hard copy and electronic format.Approves all published research materials.Manages recruitment, hiring, and professional development of staff.Serves on the relevant outside and/or interagency committees.Manages distribution of subordinate employees' workload, acquisition hardware, and software based on research agenda and budgetary constraints.Provides project management expertise for the products developed by the R&P staff. Qualifications PREFERENCES: Preference may be given to those with a graduate-level or bachelor's level degree with extensive experience in social science such as economics, psychology, or sociology with a strong emphasis on research design and statistical analysis. Preference may be given to those with advanced knowledge of SQL programming language and database design. Preference may be given to those with extensive leadership experience. KNOWLEDGE: Knowledge of Wyoming's tax and finance policies or statutes, budget process, or state and federal entitlement programs and eligibility requirements and federal laws, regulations, and reporting requirements.Knowledge of social science research methods and design.Knowledge of statistical analysis.Knowledge of database design.Knowledge of database programming.Knowledge of technical writing.Knowledge of project management.
